Harrison Rivard & Duncan, Chartered (HRD) is a Florida-based law firm focused on resolving complex legal matters and litigation for public and private clients. Based in Panama City, the firm is led by partners William Harrison, Bo Rivard, and Mike Duncan, all multigenerational Floridians with deep ties to the state and a long record of service to Florida’s communities and institutions.

With decades of experience, the firm’s attorneys have represented state agencies, local governments, special districts, and private entities in some of Florida’s most significant and high-stakes matters and complex litigation. HRD has served as outside counsel to the State through multiple administrations, including two Attorneys General and two Chief Financial Officers. The firm played a leading role in the Deepwater Horizon oil spill litigation, serving as co-counsel to the Florida Attorney General and securing a $2 billion recovery for the State. HRD also represented 23 additional Florida governmental entities in related claims, achieving significant recoveries for each. In the nationwide opioid litigation, the firm led Florida’s efforts resulting in more than $3.5 billion in settlements for the State.

In total, HRD has recovered nearly $6 billion for its clients. Beyond complex public litigation, the firm has provided counsel on major public initiatives, including leading the legal and strategic efforts behind the creation of the West Bay Sector Plan and the relocation and construction of the Northwest Florida Beaches International Airport. This $300 million plus project, the largest public works initiative in Bay County history, was the first new airport built in the United States after 9/11.
